As Strategic Delivery Manager, you’ll lead the implementation of major strategic programmes and projects to bring long-term benefits to the region. Reporting to the Group Manager Strategic Management, this pivotal role drives outcomes aligned to Council’s vision—delivering on ambitious plans that span across tourism, regional development, commercial activity and strategic engagement.

 

You'll provide strategic oversight and delivery leadership on key Council initiatives, including large-scale projects and cross-departmental collaborations. The role oversees the delivery of our regional visitor function (Destination Marlborough), ensuring the region’s tourism and promotion goals are met, well-resourced and integrated and aligned with wider Council functions. All while playing an important role in supporting strategic documents such as the Long-Term Plan, Annual Plan, and Annual Reports, while building and leading teams that work in an agile, collaborative, and outcome-focused manner.

 

Some of your key responsibilities will include ensuring effective strategy implementation across Council, coordinate planning to achieve Council’s strategic goals, Partnering with departments to deliver key outcomes, including sustainable benefits. Ensure effective and appropriate provision/sourcing (in-house and/or contracted) of Programme Management, Project Management, Change Management and Consultancy services. While ensuring engagement across Council, within the community, and with government and other external partners is productive.

You’re an experienced and dynamic strategic operator with a proven record of delivering high-impact programmes and leading multi-disciplinary teams. Your ability to build relationships and collaborate across stakeholders—from Council staff to community groups and tourism leaders—will be key to your success in this role. Ideally, you’re a strategic thinker who thrives in a complex, people-focused environment. With a hands-on leadership style, you are skilled at driving performance and keeping a sharp focus on outcomes that matter to the community.

 

We are looking for you to have the following:

  • A relevant tertiary qualification in strategic management, public policy, or a related discipline.
  • Minimum 5 years of postgraduate experience in strategic delivery, ideally with exposure to local government or regional development.
  • Strong commercial acumen with experience managing budgets, contracts, and project teams.
  • Experience in programme and project management, from concept to completion.
  • Familiarity with public sector planning and performance frameworks.
  • Highly effective communication, leadership, and change management skills.
